If she was a doll, why is she dressed like her standard pallette swap from MVC? Is it because Vega is in charge of the Dolls program? And he likes to flattering look?
When it comes to Shadaloo controlling Chun Li through the Dolls program, I figured on building a brand new one from scratch, with Killer Bee replace with Shadow Lady (In a trinity with cyberized Juri Han and Black Widow from Slam Masters), and each of the 12 Dolls replaced by Street Fighter Extended Universe Schoolgirl fighters, like Tiffany Lords, Karin, Elena, and Makato.
